All access is through the API using the Queue Manager. There’s a fourth MSMQ component that you also need to be aware of that has little to do with the actual handling of the messages. It’s the MSMQ Information Service (MQIS). This database holds the definitions for MSMQ sites, machines, queues, and users. The actual database is implemented using SQL Server, which is why Windows 2000 provides a “limited” version of SQL Server as part of the package. You won’t find MQIS on every machine, and definitely not on any client.

True dynamic load balancing needs to incorporate some type of reconnect strategy. As the load from a user on one machine increases and the load from a user on another machine decreases, it might be necessary to reconnect them to different servers to keep the load on both servers balanced. Unfortunately, DCOM doesn’t provide any built-in functionality to implement a reconnection strategy, which means the developer will need to create yet another component that monitors the current situation and makes reconnection recommendations as necessary.
